Launch of the Government Esri Enterprise Agreement
On Thursday 9th February 2023, MITA and Esri signed an Enterprise Agreement to enhance government’s geographic information system (GIS) capabilities.
This two (2) million project centrally funded by government which spreads over three (3) years, will provide Esri software, professional services, and technical support to twenty-three (23) entities including Ministries and Agencies across the Maltese Government.
Through this agreement signed by the Agency on behalf of the Government of Malta directly with Esri, MITA will provide central coordination in the area of Geographic Information Systems (GIS) technologies, licenses and services, and facilitate flexible access to the latest Esri technology and services. This will enable further growth in the use of GIS capabilities to support current and future strategic geospatial initiatives.
MITA CEO Inġ. Emanuel Darmanin shared his thoughts about this agreement and was followed by Esri Deputy General Manager Mr Richard Budden. Mr Mariano Debono, Manager within MITA delivered a short presentation providing an overview of the Enterprise Agreement.
The Principal Permanent Secretary, Mr Tony Sultana together with Inġ Emanuel Darmanin endorsed the Agreement which was signed by Mr Ivan Alessandro on behalf of MITA, and Mr Richard Budden on behalf of Esri.
The MITA Chief Executive Officer, Inġ. Emanuel Darmanin said:

We are launching a strategic arrangement, in the form of an Enterprise Agreement which MITA, on behalf of the Government of Malta, is entering with Esri, a global leader in GIS software, location intelligence and mapping. By means of this agreement, a whole suite of ArcGIS products and modules will be made available to the consumers’
One of MITA’s responsibilities as the IT Agency for the Government of Malta, is to facilitate the application of digital technologies that will enable the local Public Administration to work as one government.
The Ministry for Health, the Ministry for Gozo, and other Government Agencies including Planning Authority, ERA, Parks Malta, Transport Malta, Infrastructure Malta, the National Statistics Office, and the Energy and Water Agency, amongst others, will have the facility to further enhance their activities and services with the latest geospatial capabilities from Esri and will have access to world-leading tools and applications for spatial data visualization and analysis.
Bringing all government agencies onto a common agreement will facilitate data sharing, multi-agency decision making, and community engagement. With this comprehensive geographic insights and tools, Malta will be able to effectively provide services that enrich the community’s quality of life, as well as increase growth opportunities for businesses and individuals.
The aim of this agreement is also to take this relationship to the next level by engaging with academia to help Malta nurture its future workforce and providing them with the right tools and technologies.
