Adrian is an experienced technology leader with more than 30 years of driving digital transformation in the public sector. As Head of Digital Enabling Services at MITA, he contributes significantly to shaping Malta’s digital government strategy by leading initiatives that modernise public services, enhance innovation, and strengthen ICT capabilities across government. He recently provided strategic and technical expertise to the European Digital Wallet initiative, helping to define its architecture, governance framework, and implementation roadmap, reinforcing Malta’s role in Europe’s digital future.

Previously, Adrian served as Technical Fellow and Programme Manager for Digital Transformation at MITA, where he oversaw cross‑border eGovernment programmes and reformed Malta’s electronic identity systems to enable secure data exchange between EU member states. Earlier, as Programme Manager for Digital Connectivity, he represented Malta in EU regulatory forums, secured strategic funding, and ensured alignment with international standards. Renowned for his strategic vision and collaborative leadership, he effectively bridges technology and policy to advance digital innovation.
