David currently serves as Head of Strategy and Governance, where he leads initiatives aimed at strengthening strategic alignment and promoting a consolidated approach to governance, risk, and compliance across the Agency.

Since joining MITA in 2000, he has actively contributed to the development and implementation of several government information systems in the areas of justice, social security, transport, and customs. With over 15 years of management experience, David has overseen internal systems operations, led digital outreach initiatives including several EU-funded projects, and established both the Emerging Technologies Lab and the Applied Research function.

From 2018 to 2023, David represented MITA on the eSkills Malta Foundation Committee of Administrators, supporting national efforts to enhance digital skills, ICT professionalism and the launching of a National eSkills Strategy.

David holds a Bachelor’s degree in Business and Computing from the University of Malta and a Master’s degree in IT and Management from Sheffield Hallam University.
