Pierre Vella

Pierre Vella serves as Head of the Programme Management Department (PMD) at the Malta Information Technology Agency (MITA). With a public service and digital transformation career spanning nearly four decades, he has led major reforms across government, particularly in taxation, customs, social security, justice, health, and other mission‑critical domains.Since joining MITA in 1996, Pierre has been central to modernising Malta’s tax systems, driving initiatives such as the Final Settlement System, Self‑Assessment, Corporate Tax Return reform, Inland Revenue Services Online, and the Non‑Filing programme. His leadership later extended to VAT, the Tax Compliance Unit, and international tax representation.

Appointed Head of PMD in 2017, Pierre has guided MITA’s transition toward cloud‑native platforms, modern development practices, improved procurement models, and strengthened capability across government ICT teams. He also acts as a Reform Advisor within the Office of the Commissioner for Tax and Customs, contributing to the MTCA Strategy 2023–2025 and leading the introduction of advanced analytics and AI within Malta’s tax administration. Recognised for strategic clarity, operational depth, and strong cross‑ministerial collaboration, Pierre continues to shape Malta’s digital government landscape and advance data‑driven public service innovation.
