The EU eGovernment Benchmark is the European Commission’s annual flagship assessment of digital government maturity across European member states. Running for more than two decades, it evaluates approximately 100 key public services delivered through nine life events and business scenarios, assessing dimensions such as online availability, cross-border accessibility for EU citizens, mobile availability, secure online authentication, accessibility, interoperability, transparency and user support. The results are consolidated into 37 benchmark indicators used to compare Member States and monitor progress.

Malta has consistently ranked among Europe’s top performers in the eGovernment Benchmark. Recent results published in 2026 confirmed Malta’s strong performance, with the country ranking first overall for national and cross-border online service delivery.

This reflects services that are easier to access online, often reducing the need for physical visits to Government offices. They are also mobile-friendly while being supported by secure digital identification and authentication mechanisms. In practical terms, citizens benefit from reduced administrative burden, faster interactions with government and a more consistent user experience across public services.

The Benchmark is not a self-assessment but is conducted through an independent review methodology, including mystery shopping exercises, providing an objective view of the real user experience of public services. The Benchmark is closely aligned with EU digital policy objectives and is used to monitor progress towards the Digital Decade targets for public sector digitalisation, making it one of the few instruments that evaluates how effectively Member States support the EU Single Market in practice. The methodology continues to evolve to reflect emerging priorities, including the Single Digital Gateway Regulation (SDGR), interoperability and cross-border digital services.

In addition to the annual reporting exercise, the Benchmark creates a whole-of-government view of digital maturity and serves as a valuable mechanism for identifying strengths, gaps and improvement opportunities across Malta’s digital services landscape. The Benchmark acts as a catalyst for continuous improvement. The exercise demonstrates the commitment of Government organisations to enhance the quality of their digital services and to deliver a more seamless, consistent and secure experience for citizens and businesses across multiple service channels and touchpoints. Through this collaborative effort, Malta continues to strengthen its position as a European leader in digital government service delivery.
