The story of the modern desktop is, in many ways, a reflection of how work itself has evolved. From the early hum of personal computers in government offices to today’s quiet, cloud connected environments, this transformation has reshaped not only technology but also the expectations placed upon public service. Today, this journey has reached a defining moment, as, MITA, leads the Government into a new era with the deployment of Microsoft 365 Copilot.

In its earliest form, the desktop was a fixed and physical presence. Government offices relied on standalone machines designed primarily for basic tasks such as document creation and record keeping. Data was stored locally, collaboration was limited and workflows were largely manual, meaning efficiency depended heavily on individual effort rather than interconnected systems. While these machines represented significant progress at the time, their capabilities were inherently constrained by their isolation.

This began to change with the rise of the internet and, later, cloud computing, which fundamentally redefined the desktop from a standalone device into a gateway to services, applications and data accessible from virtually anywhere. As a result, mobility became an integral part of the modern workplace, enabling employees to work seamlessly across offices, homes and remote locations. The emergence of platforms such as Microsoft Office 365 further accelerated this transformation by bringing communication, collaboration and productivity tools together within a single, unified digital environment.

For Government, this evolution was more than a technological milestone, it was a strategic enabler of better public service delivery. The public service depends on efficiency, accountability and responsiveness, all of which have been strengthened through the transition to a modern desktop. By breaking down organisational silos, enabling real-time collaboration and providing secure access to critical systems, this new digital workplace has empowered departments to deliver services more effectively to citizens. Throughout this journey, MITA has played a central role, guiding the adoption of secure, scalable technologies that form the foundation of today’s digital government infrastructure.

The next chapter in the evolution of the modern workplace is being shaped by artificial intelligence. Unlike previous technological advances, which primarily expanded access to information and collaboration, artificial intelligence transforms the desktop from a passive tool into an active partner in everyday work. It can understand context, generate content, summarise complex information and surface insights that would otherwise require significant time and effort to uncover. The result is not simply faster work, but smarter decision-making and a more productive digital workplace.

Recognising this opportunity, MITA has taken a significant step forward by introducing Microsoft 365 Copilot across Government environments. Delivered in close collaboration with key Public Administration stakeholders including the Office of the Principal Permanent Secretary, Chief Information Officers, the Chief Artificial Intelligence Officer, the Institute for the Public Services and the Office of the Prime Minister’s People and Standards Division. The initiative reflects a shared commitment to adopting artificial intelligence in a consistent, responsible and strategically aligned manner.

Embedded within familiar Microsoft 365 applications, Copilot enables employees to draft documents, analyse data, summarise meetings and navigate complex information with greater speed and accuracy. Yet its value extends far beyond individual productivity. By reducing the time spent on repetitive administrative tasks and providing intelligent assistance where it matters most, Copilot empowers employees to focus on higher-value activities, supporting faster decision-making, stronger collaboration and more responsive public services. In doing so, it has the potential to reshape how Government operates and ultimately improve outcomes for citizens.

This transformation, however, is about more than introducing new technology. It represents a shift towards a more intelligent, adaptive and digitally mature workplace, where innovation is guided by responsibility. For Government, maintaining public trust is fundamental, making ethics, transparency, security and data protection integral to every stage of artificial intelligence adoption.

Central to this journey is MITA’s AI Centre of Excellence (AI CoE), which provides the governance, coordination and strategic direction for the deployment of Microsoft 365 Copilot across the Public Administration. Rather than viewing Copilot as simply another productivity tool, the AI CoE ensures it is introduced as a structured and sustainable transformation programme that aligns with national digital priorities and public sector values.

Working across ministries and public entities, the AI CoE promotes the safe and effective adoption of artificial intelligence by ensuring compliance with GDPR, the European Union AI Act and MITA’s AI governance framework. At the same time, it acts as a catalyst for innovation by identifying high-value use cases, encouraging experimentation through training, workshops and knowledge-sharing initiatives, and strengthening digital capability across the workforce. This combination of robust governance and continuous learning ensures that artificial intelligence delivers measurable benefits while safeguarding accountability and public confidence.

MITA’s approach to artificial intelligence therefore balances innovation with responsibility. As part of its modern workplace strategy, governance, compliance and security are embedded alongside productivity and innovation, supported by clear policies aligned with both national priorities and European regulatory frameworks. Equally important is user enablement. Through ongoing training and awareness initiatives, employees are equipped to use Microsoft 365 Copilot effectively, confidently and responsibly in their day-to-day work. From the first standalone desktop to today’s AI-powered digital workspace, the journey has been one of continuous evolution. Each phase has built on the last, from isolated computers to connected cloud services, from mobility to collaboration, and now from productivity to intelligence. MITA’s deployment of Microsoft 365 Copilot marks the next milestone in that journey, positioning the Public Administration to embrace a future where artificial intelligence enhances the way people work, strengthens public services and drives the next generation of digital transformation.

As the modern desktop continues to evolve, it is no longer simply a tool but an intelligent partner that enhances the way people work, collaborate and make decisions. From standalone workstations to connected, cloud-powered and now AI-enabled digital workplaces, this evolution reflects Government’s ongoing commitment to innovation. By empowering public employees with smarter capabilities, it is helping deliver faster, more efficient and citizen-centric public services in an increasingly digital world.

These efforts were formally recognised during the latest edition of the Public Service Awards 2026, where MITA, together with the Chief Information Officers (CIOs) and the Chief AI Officer, received the Best Digital Solution Award for the successful delivery of the AI Co-Pilot Project. This prestigious recognition reflects the organisations’ collective commitment to driving digital transformation, fostering innovation across the Public Service, and leveraging artificial intelligence to enhance operational efficiency, improve service delivery, and support public officers in their day-to-day responsibilities.
